How to build fortresses on Age of Empires 3?

ive just got the game and am starting to get used to it. one thing i am really starting to get confused about is the home city. in the fortress age, it turns out you can only build one fortress via your home city. what happened to settlers being able to build fortresses...and town centres for that matter
